SAI Philippines audited the effective implementation of the National Climate Change Action Plan 2011-2028 by government agencies. The audit focused on the alignment of the plan's objectives with other national and regional climate change programmes. The SAI concluded that the development plans of key national agencies were not aligned with the objectives of the NCCAP. The misalignment between the objectives of the plan and the objectives of the development programmes of the national agencies ranged from 0% to 75%, according to the SAI's assessment. The SAI also noted the lack of performance evaluation mechanisms in the development of local climate change action plans. According to the auditors, this contributes to further divergence from the NCCAP objectives. The auditors highlighted that the more economically disadvantaged regions of the country face problems in accessing funds from the People's Survival Fund. Under Philippine law, local governments can apply for funding from the People's Survival Fund to implement a climate change project. However, since 2011, only 6 projects out of 176, or 3%, have been approved for funding. The SAI recommended that the NCCAP 2011-2028 be revised to include climate risk assessment criteria and that local government access to the People's Survival Fund be improved.
