SAI Estonia conducted an audit of the functioning of the Auvere Power Plant, where more than 50 million euros were spent on repairs and additional investments in the period from 2018 to 2023. The audit found that in the 5 years and 5 months since the commissioning of the Auvere Power Plant, there were 97 emergency situations and 531 days of downtime due to malfunctions. Also, the calculations of the design reliability, which should have been 92%, were not confirmed; in fact, the reliability of the plant in the period from 2018 to 2023 fluctuated between 51% and 88%. The low functionality of the plant is caused by large-scale emergency shutdowns, which occurred mainly due to imperfect technical solutions due to the fault of the developer. To eliminate the problems by the end of 2025, it will be necessary to spend another 10 million euros.
