Summary
SAI Namibia conducted a performance audit of measures, programs and policies put in place and implemented by the Ministry of Environment, Forestry and Tourism and the Namibian Police to manage national parks and to protect wildlife for 2019–2022 financial years. The audit also has an environmental focus on the management of waste and field fires in an environmentally friendly manner within the National Parks. The Ministry and the Namibian Police did not manage wildlife and national parks in an economic, efficient, effective and in an environmental friendly manner. The auditors noted such deficiencies as inconsistency in the KPIs in the Strategic Plan in relation to the respective annual plans; lack of information in the Annual Operational Plans on the output/activities and the outcomes of outputs spent relating to the Anti-Poaching Unit; lack of a list of all donations; unavailability and inconsistency in the distribution of patrol and communication equipment to the camps; mechanical problems of vehicles; solid waste management in an environmentally unfriendly manner; lack of toilet facilities for Anti-Poaching Unit members in some camps. Recommendations based on the audit results were to eliminate the identified violations.
