Summary
SAI Israel’s report of May 2025 covers the results of audits carried out in 2023-2024 to identify deficiencies, enhance transparency, and improve the functioning of state bodies. The audit of preparedness for implementing the Sustainable Development Goals (SDGs), conducted from February to July 2024, evaluated the government’s readiness to integrate the SDGs. The audit identified gaps in data collection and the non-functionality of the inter-ministerial mechanism for coordinating the efforts of various government bodies in implementing the SDGs. SAI recommended that an effective mechanism for SDG implementation be established. The follow-up audit on flood protection assessed the correction of deficiencies identified in 2021. According to the SAI, the Ministry of Agriculture has not completed legislative reforms, and deficiencies persist in the drainage sector. It is recommended to develop a strategic vision to minimize the damages, implement clear procedures for assessing and preventing flood risks. The audit of human capital management in the Central Elections Committee revealed underrepresentation of the ultra-Orthodox population (5.6% compared to 7% standard across the government and 11.8% in the general population) and violations of labor regulations. SAI Israel proposals included increasing salary transparency and ensuring inclusivity. The follow-up audit on access to higher education for the ultra-Orthodox showed slow progress despite the measures taken, as well as persisting lack of data. Auditors recommended that the Council for Higher Education evaluate the performance of its measures and adapt programs to labor market needs. The audit of rehabilitation of Israel Military Industries (IMI) lands identified soil and water contamination and slow decontamination progress. Proposals included accelerating rehabilitation and developing a financing plan. SAI also conducted two cybersecurity audits: at the Israel Land Authority and in the framework of municipal elections (July 2023–July 2024). Recommendations included improving data protection systems. The audits resulted in recommendations to address identified deficiencies, enhance efficiency and transparency, and strengthen strategic management to ensure public safety and sustainable development.
