Summary

SAI Brazil audited the Federal Revenue Service (Receita Federal) to assess the quality of tax benefit management and transparency of monitoring. The auditors found deficiencies related to limited compliance with legislation and lack of a coordinating body responsible for evaluating the effectiveness of tax benefits. SAI Brazil recommended developing an action plan to enhance the transparency of public policy regarding tax benefits as well as publishing a document containing essential information on the benefits including details on their validity period, responsible authority, goals and objectives, main beneficiaries and results of the effectiveness assessments conducted.
