Summary
SAI Brazil audited the procedures for granting licenses for commercial and educational broadcasting in the field of free-to-air television in Brazil. The audit showed that about 30% of Brazilian municipalities (more than 1,600) did not have a license for free-to-air television broadcasting. The auditors identified structural shortcomings in the implementation of public broadcasting policy by the Ministry of Communications (Ministério das Comunicações). They include the lack of institutionalization of a National Policy with clear goals, objectives, indicators, and medium- and long-term strategic planning. SAI ordered the Ministry of Communications to submit a plan for implementing the new licensing system, stipulating for its schedule. SAI also suggested including mechanisms in the current National Broadcasting Plan to stimulate the regionalization of cultural and artistic production, promoting greater content diversity.
