Summary
SAI Estonia assessed the intoduction of the electronic system for the provision of public services. The auditors note that 7 digital public services should have been in operation by 2020, but currently only 5 information ones are provided: registration of marriage, birth of a child, loss of a loved one, joining the armed forces, and settling in Estonia. Since 2017, 11 million euros have been spent on the implementation of the project. The SAI considers the difficulties in interdepartmental cooperation and coordinating various development priorities, as well as related legal issues, as the main problems hindering the timely implementation of the project. SAI Estonia recommends that the Ministry of Economic Affairs and Communications determine which legal barriers to the development of public services need to be eliminated, as well as develop specific proposals for making relevant amendments to the legislation.
