Summary
SAI Nepal completed an audit of the National Employment Information Management System*. The auditors noted positive impact of the System, associated with provision of online services, electronic record-keeping of employment documentation at all stages and digital management of complaints and grievances. SAI found shortcomings in the Department of Employment’s organizational structure, including high staff turnover. The audit showed that development and implementation of System-related software were not regulated. Despite the Department implementing access management procedures for system users, they had not been assigned roles consistent with their access levels. SAI also noted the lack of job descriptions for information security employees which creates a security risk. SAI recommended defining the roles and responsibilities of the chief and local system administrators, database administrators, and cybersecurity experts, including their professional competencies. Other SAI recommendations focused on the need for training of personnel directly involved in the System's operation. * The platform is used by 16 different government agencies and organizations. The System contains information on Nepalese citizens employed in various sectors of the economy and is used to manage informal employment, ensure accessibility of information on private sector employment, promote transparency, improve service delivery efficiency, streamline document flow, and other purposes.
